Make sure the GPL and GPLSecrets folder are not marked "read-only" and make sure to allow file indexing on those folders.

One time that I installed 69X and 71CA, the cars folders were set as read-only and it caused me similar problems to yours. It took me a while to figure it out with 69X, but once it happened again with 71CA I found the problem quickly.

my AVG picks and chooses what it will allow me to use and really doesn't like 60 fps. Similar symptoms to you.
disable until restart, no probs. then 2 weeks later I restart, forget, and wonder why its not working

I'm sure it would look pretty much the same to me too.

I have driven a bit in reverse when I span & had no idea where I was going or the correct direction of travel until I saw a car coming towards me.

That sure surprised me at the time and it's still amusing!
[also lucky for me;  I think you had driven far enough to hand the finishing position to me!]

I just made a test with my Linux PC, 69X with 60fpsV1 at Spa67.
It only wanted to start in strange pit positions

So I controlled the track69.ini and found that it was pretty empty, except the "no AI limp back" line of GEM+ 
GEM+ creates this when you start a single race and check the no limp back!
