PC optimization for better 60fps

Well its fine around the rest of the track and when spinning out the fps stays at 60 and Monaco is good all around , just a slight fps drop to 59 or so in some places but I am running ALL cars with FULL detail at 1280 x 1024

We shall call that a success . 

had enough tweeking for one day , at least its a runner
